On November 16, 2017 an event dedicated to the Day of President and 25th anniversary of Session of the Supreme Council of the Republic of Tajikistan was held.
During the event the Ambassador provided information on key role of the Founder of Peace and National Unity – Leader of the Nation His Excellency Emomali Rahmon in reconstruction and development of sovereign Tajik state and the value of the fateful 16th Session of the Supreme Council of the Republic of Tajikistan.
During the event the exhibition of the books of the Founder of Peace and National Unity – Leader of Nation His Excellency Emomali Rahmon was presented.


 
08.11.2017 | S. R. Mirzozoda: "The Islamic Revival Party of Tajikistan without doubt has hand for attempt of the coup de`etate"

(Special interview of the “Jumhuriyat” correspondent with the Deputy Prosecutor General of the Republic of Tajikistan, Main Military Prosecutor Major-General S. R. Mirzozoda)

In the modern world, the phenomenon of extremism and terrorism creates a serious threat to human development. Attempts for politicization of religion in the games of geopolitics became as a standard for Great Powers,  in this context, interested groups organize conflicts and violence in different regions of the world. In connection with this and other relevant issues, we have had a talk with the Deputy Prosecutor General of the Republic of Tajikistan, the Main Military Prosecutor Major-General S. R. Mirzozoda. First of all, we express our appreciation for the interview and we will begin from asking this question:

 

- In September of this year, in the weekly newspaper “Tajikistan” published Interview of Sharifi Hamdampur with Azizov Shams Odinaevich, the judge of the Supreme Court, who adopted the decision of the court on recognizing Islamic Revival Party of Tajikistan (IRPT) as terrorist and extremist organization and banned it`s activity in Tajikistan under the title “THERE WERE THREE DAYS LEFT FOR THE COUP DE`ETATE” We would like to know your opinion as the Deputy Prosecutor General of the Republic of Tajikistan and as the Main Military Prosecutor about it.

Thank you. I am agree with the evidences, which were pointed by the judge of the Supreme Court Azizov Shams Odinaevich, as this interview is about the regulatory legal acts. In other words, the legal aspects of the matter are taken into consideration by the decision of the judicial authority of the country. It should be noted that on September 22, 2015, the Supreme Court of the Republic of Tajikistan was received appeal of the Prosecutor-General of the Republic of Tajikistan for recognizing IRPT as terrorist and extremist organization and  to ban it`s activity in the territory of the Republic of Tajikistan. The plea of Prosecutor General has been investigated and taking into account criminal cases, which were launched by Prosecutor's Office, State Committee for National Security and Ministry of Internal Affairs regarding to the serious crimes of the IRPT leadership and its members. On September 29, 2015, the appeal of the Prosecutor General of Tajikistan was approved and the Islamic Revival Party of Tajikistan, on the basis of compelling evidence, was recognized by the Supreme Court of the Republic of Tajikistan as a terrorist and extremist organization and its activities on the territory of Tajikistan were consequently banned.

- How do you evaluate the activities of the political religious organizations from the legal aspects and what are the legal evidences for recognizing the IRPT as a terrorist party?

According to Article 8 of the Constitution of the Republic of Tajikistan, public associations and political parties are established and operate within the framework of the Constitution and laws. The creation and activities of public associations and political parties that promote racial, national, social and religious hostility or call for the violent overthrow of the constitutional order and the organization of armed groups are prohibited.

During the period of 2010-2015, its members  of IRPT took the path of violation of the law, there have been registered more than 40 crime commitments of extremist and terrorist nature, including incitement to religious hatred, participation in criminal and extremist associations, contentment and provocation, hostility and dislike, and these actions have led to violations of the calm life of citizens and public safety, threats to the constitutional order, the security and sovereignty of the Republic of Tajikistan.

Involvement of the IRPT for killing of dozens of innocent civilians in the process of investigating criminal cases was confirmed. In particular, it was proved that the IRPT leader in Rasht Valley Davlatov Husniddin had  a tie with terrorist organization “Ansorulloh” under the leadership of Davlatov Alovuddin, nicknamed "Ali Bedaki" and Rakhimov Abdullo named "Mullo Abdullo" who had hand on the murdering of 25 servicemen of the Ministry of Defense of the Republic of Tajikistan in the Rasht Valley in 2010.

Inspection of criminal cases and examinations of law enforcement agencies revealed the process of the IRPT members participation in the international terrorist organization "Islamic State" (ISIL), which was banned by the Supreme Court of the Republic of Tajikistan from April 14, 2015. Thus, during the inspections of the houses of IRPT leaders and activists, it was discovered and confiscated video records of killings, blast and other terrorist acts of the Islamic State.

- What kinds of evidence does investigation have on criminal proceedings against IRPT leader M. Kabiri and General Nazarzoda A. which are allegedly involved in coup?

During the preliminary investigation of the criminal case, the evidences such as witnesses, victims, defendants, videos, material facts (materials, plans, CDs, weapons and ammunition, etc.) during the inspection of the offices and living houses of the leaders and activists of IRPT has been confirmed that the leader of the IRPT M.Kabiri was previously consulted with other senior members of the IRPT and former Deputy Minister of Defense of Tajikistan A. Nazarzoda forcible overthrow of the constitutional state and change the constitutional order of the Republic of Tajikistan. Thus, more than 20 criminal groups, which are contained 30 members were established. These groups controlled by members of the opposition forces and other Nazarzoda’s associates. With the purpose of material and financial supports of terrorist groups, they have provided money from foreign countries through the charity organizations from 500 to 600 somoni for each.

In order to implement their criminal actions, according to preliminary recommendations, armed groups have been worked to destroy telecommunications networks and seize major government buildings such as Palace of Nation, Executive Office of the President of the Republic of Tajikistan, the Dushanbe airport, the State Committee for National Security, Ministry of Internal Affairs, Ministry of Defense, the Committee on Television and Radio, the Main Department and departments of the Ministry of Internal Affairs in the districts of Dushanbe city and the departments of the MIA in Firdavsi, Sino, Shohmansur, I. Somoni districts and Vahdat city.

Another fact that proves the crimes of M.Kabiri and his assailants in the commission of these crimes is the direct involvement in the financing of coup de`etate. In particular, Kabiri’s son (Ruhullo Tillozoda), following the instructions of his father, personally handed $1,200,000 to Nazarzoda on September 2, 2015. This fact has been has been confirmed by a number of witnesses, including Kabiri’s personal driver Fayzov H.T.

On the night of September 3, 2015 more than 150 members of the criminal group under direct orders of Nazarzoda A. came together in the area of the former bakery facility located in Dushanbe city, A. Donish street, which belonged to  Nazarzoda A., and were illegally armed provided with firearms machine guns, grenade launchers, SVD and other military equipments.

After that Nazarzoda A. by the direction of Kabir M. and with the abuse of duty of the Deputy Minister of Defense, with his criminal groups illegally entered to the administrative building of military unit 08050 and 17651 of the Ministry of Defense and took firearms, clothes and military units to arm above-mentioned group members.

At the same day, the members of the criminal organization  carried out attack on police stations in Dushanbe city, Rudaki and Vahdat districts. As a result, ten law enforcement officers were killed, and seven were hospitalized with injuries.

- As a result of your pointed evidence, we can say that M. Kabiri  through Nazarzoda A. lead and supervised a criminal network. Is that so?

Yes. Since August 2006 Kabiri M. was the Chairman of the IRPT and he seriously disrupted the provisions of the General Agreement on the Establishment of Peace and National Reconciliation in Tajikistan from 27 June 1997. He and his followers constantly used the methods of religious propagation to prepare the people to overthrow the constitutional order of the country.

- By which articles of the Criminal Code discerned criminal commitments of M.Kabiri, Nazarzoda A. and their associates?

Based on compelling evidences the leaders and activists of the IRPT, without doubt, have been involved in the coup de’tate. Accordingly, by the Panel of judges on Criminal Cases of the Supreme Court of the Republic of Tajikistan dated June 2, 2016, 14 senior members of the IRPT under the auspices of public prosecution for the purpose of violating constitutional order of the Republic of Tajikistan, armed rebellion, terrorism and its financing were convicted and sentenced. Regarding M. Kabiri was announced international warrant via Interpol.

- In case of the actions committed by the  leaders and activists, of the TEO IRPT are considered to be a crime under the Criminal Code of the Republic of Tajikistan, so why some foreign countries, especially Europeans, are ignorant. Do these actions are crimes in those countries?

It should be noted that Tajikistan as a full member of the international community, signed the international legal acts, reviewed the IRPT's activities in line with the requirements of the legislation and international law standards.

The terrorists action of the TEO IRPT according to section 129 (forming criminal organization) of the Criminal Code of the Federal Republic of Germany, Articles 149 (the promotion of the armed forces of the Government), 313 (creation of criminal organization) Penal Code of Turkey, Articles 127 (by means of violence in the constitutional order), 128 (by means of the elimination of the constitutional authority), 140 (theft of military capacity) of the Criminal Code of the Republic of Poland, articles 242 (betrayal state), 249 (attempted by violence from dismissing the President), 278 (Creation of Criminal organization) of the Criminal Code of the Austria, Articles 104 (attack to weaken military capacity), 113 (Coup using weapon), 124 (Assassination of the Civil War) of the Criminal Code of Belgium, as well as the Council of Europe Convention on the Elimination of All Forms of Discrimination Prevention of terrorism "from May 16, 2005, the Declaration on the Prevention of International Criminal Expulsion, adopted by the UN General Assembly on December 09, 1994, is assessed and interpreted as a crime.

The terrorist’s crime anywhere is considered as terrorist act. Persons who commit such crimes of terrorism in any country shall, in accordance with the criminal law of that country, bear criminal responsibility.

Therefore, the IRPT has been included in the list of the Shanghai Cooperation Organization and Collective Security Treaty Organization (CSTO).

- So, why the leaders of TEO IRPT in Iran and some other foreign countries are still freely moving?

Unfortunately, some countries taking into account their geopolitical interests use double standard policy. They are under the authority of the so-called international organizations, human rights and freedoms, whose purpose is to protect only the interests of the founder nations, offer propaganda rostrum for terrorists such as Kabiri and its followers, and financial support them. But these groups will not reach their goal, because the people have realized the real truth and understood that if the IRPT was in power, what would happen to the people and our beloved country.

27.10.2017 | Statement at the Inauguration of the 16th Ministerial Conference on Central Asian Regional Economic Cooperation (CAREC)

 

Your Excellency Mr Nakao!
Distinguished Heads of Delegation!
Ladies and Gentlemen!

I would like to welcome you to the 16th Ministerial Conference on Central Asian Regional Economic Cooperation (CAREC) in Tajikistan and wish you all fruitful elaborations.

I would like to avail myself of this opportunity to extend my gratitude to the Leadership of all states, organizations and colleagues, who made efforts for promotion of this Initiative.

Central Asia has accumulated a great experience of beneficial and fruitful cooperation between the countries of the Region. Our countries are linked not only by their common borders, but also via their ancient trade traditions originating from the period of the Great Silk Road.

The trade traditions and system that formulated historically through this Road, still continue being important and make the Region attractive to other countries of the world from geographical and economic perspective.

The CAREC Program, by taking into account the Region’s priorities, particularly focuses on formulation of a system of partnership between the countries and development of the Region’s economic strategy, which is in its transition period now.

In the basin of the Program’s participating states Central Asia has the market of 70 000 000 consumers and our countries’ economic sectors are linked, which creates a solid foundation for cooperation. However, the trade between the Central Asian countries accounts for 10% of the overall trade of these countries in total, which is a very low indicator.

We understand very well that ensuring the competitiveness of our national economies and formulation of regional common markets is critical for the region within the globalization.

With this regard, we have been addressing a number of challenges at the intergovernmental level, including inconsistency of our national legislations and barriers to trade development. But, we can overcome the challenges associated with the globalization only by ensuring regional cooperation and establishing dialogue platform between our countries. Therefore, it is crucial to strengthen economic cooperation within the Program.

Our National Development Strategy (to 2030) reflects the priorities and key areas of our public policy towards sustainable development. In this context, we defined ensuring energy security and effective use of power, country’s connectivity and its transfer to a transit country, food security and public access to quality food as well as expansion of productive employment among our strategic objectives.

It is obvious that these objectives reflect not only the interests of Tajikistan, but also the interests of the entire region.

I believe that concerted cooperation within this Strategy in key action areas can expand the opportunities of the region’s countries by several times.

Thereby, we can ensure sustainable development of each country and improve the public living standards in the Region.

CAREC Program focuses on harmonization of national legislations, vitalization of operations, achievement of tangible outcomes and transparency.

Therefore, in our opinion this Program, as a partnership development tool, is an effective model of linkages between our countries and organizations.

With a view to ensuring effectiveness of our activities we need to make constructive decisions within this cooperation by taking into account our common interests.

Improvement of regional trade and elimination of administrative barriers will make it possible for every country to use its potential in full capacity in this process.

We have plenty of opportunities and abundant potential, with the use of which the Region’s countries in partnership with multilateral cooperation institutions to turn the basin of the Program participating states into a developed region.

It is my firm belief that the drafted documents will help the countries of the Region reduce trade expenditures, improve investment climate and expand business opportunities.

Enhancement of regional trade cooperation, in our view, can serve as a strong facility to address the poverty challenges and improve public living standards.

Development of cooperation between the countries of the Region is directly linked with the establishment of peace and stability in Afghanistan. Tajikistan has always been for solution to this case and is the iniatiator of  infrastructure projects implementation in Afghanistan, because it is possible to ensure peace and stability in this country only by developing the production and social infrastructure and  improving public living standards.

Ladies and Gentlemen!

To ensure the Region’s sustainable development, it is important to address the issues of water and energy efficiency, which are closely linked to each other. In this regard, we need to take into account the climate change and growing vulnerability of our countries as a consequence of water-born natural disasters.

Alongside with this, efficient use of our hydropower resources and renewable energy sources can serve as a strong driver for development of green economy and generation of environment friendly power, industrial development, guarantee for energy security and sustainable economic growth of the Central Asian countries.

Concurrently, strengthening of the region’s transit capacity and establishment of a rigid transport system require our joint efforts.

The majority of the Region’s countries, including Tajikistan, are a part of the landlocked countries basin due to their geographic location and therefore have different landline transport infrastructure.

Accordingly, a number of the CAREC participating states, including Tajikistan, face challenges in getting access to the large world markets via sea. Therefore, Tajikistan’s connectivity is crucial not only for us, but for the entire region to facilitate transit of goods through our country.

Though 15 communications projects are implemented in Tajikistan within CAREC, creation of transport corridors in the region still require to be strengthened.

Creation of a system of communications linkage will give a strong impetus to link Central Asia with other countries of Asia and Europe and increase mutual trade turnover.

Given this factor, we need to attach a priority attention to the projects on construction of highways and railways in these countries and creation of regional transport corridors leading to sea ports.

Continued cooperation between the partners in this area and creation of reliable transport crossing points and logistic centres would promote further socio-economic development of the Region’s countries.

In this context, I believe that the CAREC participating states will support the new long-term Strategy, including on establishment of economic corridors.

It would be reasonable to enhance our cooperation within CAREC on new priorities such as human development, agriculture and tourism, which are reflected in the 2030 Agenda.

Distinguished Participants!

Implementation of CAREC strategic plans require substantive time and investments. Therefore, we need to qualitatively improve the coordination of issues and the joint projects financing mechanisms. I would like to emphasize several points important to achieve this objective:

First, we expect practical initiatives, timely implementation and new mechanisms from CAREC for development of communications, ensuring border management and common economic security.

Creation of a rigid system and connection of transport corridors in this area is of strategic importance for the Region’s countries, particularly Tajikistan.

Second, addressing challenges faced by the CAREC participating states mainly depends on the professionalism of specialists in relevant areas. Therefore, it is necessary to strengthen cooperation in training of highly qualified professionals and human development overall.

Third, to achieve our long-term regional cooperation objectives, we need to run a unified strategy based on our common interests and establish a strong base for integration not only in economic, but also in other vital sectors.

At the conclusion, I would like to reiterate Tajikistan’s commitment for enhancement of beneficial cooperation with all countries and development partners – parties to CAREC.

I hope that our wider integration and cooperation will promote socio-economic development and thereby further prosperity of our countries thoroughly.

30.10.2017 | Meeting with President of the National Assembly of the Republic of Armenia Ara Babloyan

Today in the Palace of the Nation, the Founder of Peace and National Unity - Leader of the Nation, President of the Republic of Tajikistan His Excellency Emomali Rahmon held talks with President of the National Assembly (Speaker of the House of Parliament) of the Republic of Armenia Ara Babloyan.

In the course of the talks, both sides expressed satisfaction with the progress made in bilateral cooperation between Tajikistan and Armenia, in particular inter-parliamentary ties and permanent high-level political dialogue over the past 25 years of cooperation since the establishment of diplomatic relations.

It was stressed that the implementation of agreements reached during the official visit of the President of the Republic of Tajikistan to the Republic of Armenia in July this year has laid the groundwork for further expansion of mutually beneficial interstate cooperation between the two countries.

In this regard, it was expressed confidence that the visit of the Speaker of the House of Parliament of Armenia to Tajikistan would give a new impetus to the development of inter-state and inter-parliamentary relations.

The two sides affirmed their readiness on strengthening interstate relations in the spheres of economy and trade, science and culture, inter-parliamentary and public relations both in bilateral formats and within the framework of the UN, OSCE, CIS, CSTO.

The parties confirmed that the legal base of our inter-state relations now counts around 30 documents that cover practically different fields of cooperation.

It was expressed that Tajikistan and Armenia share similar stances on many issues of today’s world.

They also discussed issues related to bilateral cooperation in addressing modern challenges and threats, strengthening border control and peaceful solution of political conflicts in the countries of the world.

 
26.10.2017 | Meeting with the President of the Asian Development Bank Takehiko Nakao

The Founder of Peace and National Unity - Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon held talks in the Palace of the Nation with Takehiko Nakao, President of the Asian Development Bank (ADB).

In the course of the talks, the Head of State, Emomali Rahmon, called the Asian Development Bank a reliable partner of Tajikistan and stressed that since 1998, ADB has provided about 1.6 billion U.S. dollars to support development of Tajikistan’s economy.

The President of Tajikistan, Emomali Rahmon, appreciated ADB’s financial assistance for the implementation of projects in education, energy, and transportation sectors as well as improvement of Tajikistan’s customs service, water supply and prevention and mitigation of natural disasters.

The two sides exchanged views on the continuation of bilateral cooperation between the Government of Tajikistan and the Asian Development Bank on the implementation of the ADB's Country Partnership Strategy 2016–2020 for Tajikistan, the Central Asia Regional Economic Cooperation (CAREC) Program and National Development Strategy of Tajikistan for the period up to 2030.

Both sides expressed confidence that cooperation between Tajikistan and ADB will be enhanced in providing food security as well as energy, transportation and job creation.

It was noted that the implementation of the ADB's Country Partnership Strategy and developing private sector of Tajikistan’s economy would be brought to a new level and regional cooperation in energy and transportation will be boosted.

Further, the sides noted the importance of the implementation of projects in the areas of water supply and transportation, healthcare, education, as well as in the reconstruction and restoration of existing hydroelectric power stations, urban development, adaptation to climate change.

The parties also discussed a number of other issues of mutual interest.

 
27.10.2017 | Participation in the 16th Ministerial Conference of Central Asian Regional Economic Cooperation (CAREC) Program

The Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan His Excellency Emomali Rahmon attended the 16th Ministerial Conference of Central Asian Regional Economic Cooperation (CAREC) Program in Dushanbe.

Other participants in the session included delegates from Asian Development Bank (ADB), the European Bank for Reconstruction and Development (EBRD), the International Monetary Fund (IMF), the Islamic Development Bank (IDB), the United Nations Development Program (UNDP), the World Bank (WB), the Asian Infrastructure Investment Bank (AIIB), the European Commission (EC), the Eurasian Development Bank (EDB), the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), the World Trade Organization (WTO), the Japan International Cooperation Agency (JICA).

Economic experts from Tajikistan, Azerbaijan, Afghanistan, Georgia, Kazakhstan, China, Kyrgyzstan, Mongolia, Pakistan, Turkmenistan, Uzbekistan, the United States, Japan and the United Kingdom have been also invited to attend the session.

In his address the head of state Emomali Rahmon extended his gratitude to the leadership of all states, organizations and other officials, who made efforts for promotion of the Central Asia Regional Economic Cooperation (CAREC) Program.

The Leader of the Nation Emomali Rahmon highly assessed the CAREC Program, by taking into account the Region’s priorities, particularly focuses on formulation of a system of partnership between the countries and development of its economic strategy.

In other words, President Emomali Rahmon pointed out that we all understand very well that ensuring the competitiveness of our national economies and formulation of regional common markets is critical for the region within the globalization.

Taking into account the turn-of-the-century challenges facing modern world and in order to further expansion of beneficial cooperation between CAREC participating states President of Tajikistan Emomali Rahmon emphasized several points important to achieve CAREC objectives.

In conclusion, President Emomali Rahmon reiterated his country's commitment for enhancement of beneficial cooperation with all countries and development partners – parties to CAREC.

President of Tajikistan voiced hope that our wider integration and cooperation will promote socio-economic development and thereby further prosperity of our countries thoroughly.

Following keynote address of the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan His Excellency Emomali Rahmon, the President of the Asian Development Bank (ADB), Mr. Takehiko Nakao delivered an address, during which he expressed his appreciation to the Tajik side and to President Emomali Rahmon for the warm welcome and excellent organisation of the summit.

 
13.10.2017 | Meeting of the Tajikistan Delegation with US business sector

On October 12, 2017  the second meeting of the US-Tajikistan Business Council  was held in Washington, DC with the participation of the official delegation of the Republic of Tajikistan  - Finance Minister Abdusalom Qurboniyon, Chairman of the National Bank Jamshed Nurmuhhamadzoda,  Ambassador of the Republic of Tajikistan to the United States Farhod Salim, Representative of the Republic of Tajikistan to the World Bank and International Monetary Fund Ilhom Rajabov.

During the event the official delegation of our country provided the representatives of US business with the detailed information on the efforts of the Government of the Republic of Tajikistan in creating a favorable investment climate, guarantees and privileges for foreign investors and important sectors of economy, as well as hydro energy, ecotourism and country`s activity in the international stock markets.

 

The sides highly appreciated the work of the Council, which enhances the trade cooperation between the USA and Tajikistan and expressed the willingness to expand the activity of the Business Council.

THERE WERE THREE DAYS LEFT BEFORE THE COUP. Interview of Sharifi Hamdampur with the judge who banned the IRPT activity

The decision of the Supreme Court of the Republic of Tajikistan on banning the activity of the IRPT and on its recognizing it as terrorist and extremist organization  became the reason for the meeting of supporters of this party in the cities of Berlin and Warsaw. Did the Supreme Court of the Republic of Tajikistan have the legal basis for the adoption of this decision or this action was carried out within the framework of a political initiative? To receive a response to this question, the weekly “Tajikistan” with an official letter appealed to the Supreme Court of the Republic of Tajikistan. Azizov Shams Odinaevich, the judge of the Supreme Court, who adopted the decision of the court on recognizing IRPT as terrorist and extremist organization, expressed his readiness to answer to the questions of the “Tajikistan” columnist.

– Dear Shams Odinaevich, according to the decision of the Supreme Court, the IRPT was declared as terrorist and extremist organization.  After passing the time the members and supporters of this party had put under the doubt the legality of this decision and now they want to assure the international organizations in their conclusion. Maybe they have a reason for such a conclusion or there was made the haste in the banning of the activities of this party?

– There was not made any haste in this work. Depending on each disputed issue, the views will be different, but when it comes to regulatory and legal decisions, no one can give them the correct assessment. Especially, in the case when the analysis and evaluation get political and inciting character. Its proof we see and hear in constant speeches, which sound in different stands. These thoughts and opinions consist of adventurist appeals, their main goal is the distortion of truth. The claims are unreasonable, and have no evidence and no legal basis. At that time, in discussion of such topics we should lean on the legal aspects of the issue. In accordance with Article 8 of the Constitution of the Republic of Tajikistan, public organizations and political parties will establish and operate within the framework of the Constitution and laws. The establishment and activities of public organizations and political parties that promote racism, nazism, enmity, social and religious hatred, or call for overthrowing by force the constitutional structure and the creation of armed groups, is prohibited.

The IRPT was established on December 4, 1991 abroad and started its activity in the country. That is, on that period, a group using its constitutional rights united and formed the political party. But the further process of their political efforts, more precisely the action and the behavior of their leadership has shown that their intentions are not pure. The examination of the case showed that they are toys in the hands of others and are controlled from abroad. They carried out their party activities based on the instructions and orders of strangers.

Independently of this, on the margin of the signing of the General Agreement on the Establishment of Peace and National Accord in Tajikistan, according to the decision of Presidium of the Supreme Court of the Republic of Tajikistan dated August 12, 1999, the IRPT activity was re-enabled in the Republic of Tajikistan and registered in the Ministry of Justice on September 28, 1999. The party had to act in accordance with its charter – the protection of political, economic and cultural independence of Tajikistan, the unity and territorial integrity of the republic, ensuring national unity and brotherly cohabitation of the peoples of Tajikistan.

– Did the IRPT not conduct activities within its charter?

– Of course not. It was the main reason of the prohibiting the IRPT activity by the Supreme Court

 

– If this is a truth, can you give some proofs?

The coup – There are a lot of proofs, all of them are listed in criminal cases in relation to terrorist and extremist act of the IRPT members. Only for the last 5 years 45 IRPT members committed a series of serious and particularly grave crimes and in relation to their illegal acts final judicial decisions have been taken. 17 of them, who were involved in committing crimes of extremist and terrorist nature, such as the establishment of criminal organizations, participation in the extremist organization, public appeals for changing the constitutional order were taken to criminal liability.

During the investigation of the criminal case on killing 25 members of the military service of the Ministry of Defense of the Republic of Tajikistan in the Rasht valley (in 2010) by the members of the terrorist organization “Ansorullah Society” under the leadership Davlatov Alovuddin by nickname “Alii Bedaki” and Rahimov Abdullo by nickname “Mullo Abdullo” became clear that the leader of the IRPT department in Rasht district Davlatov Husniddin was personally involved in a terrorist organization and was arrested while receiving chemical substances for this group for preparing explosive devices. According to the decision of the Court of Dushanbe city, he was accused of involvement in criminal organizations from January 21, 2011, and was sentenced to prison for the term of 11 years and 6 months.

With irrefutable evidence it is proved that Davlatov Alovuddin was the most active organizer of terrorist and extremist organizations in the Rasht valley, under the leadership of Mullo Abdullo were carried out a number of collective terrorist acts against military structures and law enforcement officers. His and his colleagues’ acts were confirmed by the inspection of the scene, the material evidences, the testimony of victims and the conclusion of forensic examinations.

The leader of the IRPT department in Khorugh city Karamkhudoyev Sherik Elchibekovich was involved in the organized crime organization, and in July 2012 in mass riots that occurred in Khorugh city and its surrounding districts, using firearms – automat Kalashnikov and grenade offered an armed resistance to the representatives of authority. By the judgment of the Supreme Court dated May 10, 2013, he was sentenced to the prison for the term of 18 years for committing illegal acts, such as organizing and participating in mass riots, participation in criminal organization, illegal detention of firearms and using of manifestation of force dangerous to life in relation to the representatives of authority.

The leader of the IRPT regional department in GBAO Mahmadrizoev Sabzali on July 24, 2012 during armed attack to the law enforcement officers was neutralized and his automat Kalashnikov and Makarov pistol were seized. Mahmadrizoev’s active participation in terrorist acts was also confirmed by eyewitness testimony, video and other reliable proofs in the criminal cases.

The IRPT active members in Isfara city Sharipov Mukarramkhuja, Sharipov Mussayamkhuja and Tursunov Abdumubin on January 2008 have hided in their homes the members of the terrorist organization “Islamic Party of Turkistan” Qayumov Abdufattoh and Boboev Abdukholiq, who were wanted by the law enforcement agencies for committing murder of police officer and other particularly serious crimes and they themselves were also involved in this criminal organization. November 6, 2009 Sharipovs and A. Tursunov were arrested and by the judgment of the Court of the Sughd province were sentenced to the prison.

On August 11, 2015, ten residents of Norak city have hung the flag of the terrorist organization “Islamic State” on the bridge of Chashma-1 village of Norak city. The investigation identified that five of them, namely Saidov D., Fozilov D., Pirov Q., Khojamurodov T. and Abdulloev J. were the members of the IRPT who committed these acts for inciting political and religious hatred and enmity, violating public security, and intimidating population. In these illegal acts Manonov Qurbon, the leader of the IRPT in Norak city had a direct contact. The above named were found guilty by a judgment of the Court of Khatlon province and were sentenced to the prison for various terms.

– You mentioned crimes and criminals whose activities may not be related to the IRPT.

– The process of case investigation proved that the IRPT leadership was not only aware of it, but also guided it. If it is not so, then why it did not judge their act? I can say more than that.

Muhiddin Kabiri, other members of the IRPT top leadership, former Deputy Minister of Defense of the Republic of Tajikistan Nazarzoda Abduhalim Mirzo at the expense of former fighters of the united opposition forces and deceived youth have created more than 20 criminal groups, each of which consisted of 15-30 people. According to the developed plan, these groups were obliged to commit an armed attack on the most important state facilities and take their activities under their control. In the course of investigation of this criminal case the developed plan of the attack of these criminal groups on the most important state facilities were founded in the cabinets of the deputies of the chairman of the IRPT Hisainov Umarali Fatohovich and Haitov Mahmadali Rahmonovich, located in Borbad Street-1, Dushanbe city. According to this plan, an armed group of 40 people should have attacked on the building of Kasri Millat from two sides, a group of 25 people – on the building of the Executive Office of the President of the Republic of Tajikistan, a group of 30 people – on the building of the Ministry of Internal Affairs on three sides, a group of 25 people – on the building of the State Committee for National Security from three sides, a group of 40 people – on the Airport of Dushanbe city and other criminal groups – on the buildings of the Ministry of Defense, the Department for Combating Organized Crime of the Ministry of Internal Affairs of the Republic of Tajikistan, the Committee on Television and Radio, the First Television Channel “Tajikistan”, the Television “Bahoriston” and the Main Department and departments of the Ministry of Internal Affairs in the districts of Dushanbe city and the departments of the MIA in Vahdat city. Can this not be the basis for banning of the IRPT’s activities?

– Kabiri in his speech in Warsaw has put sound recording, which belonged to the ex-deputy chairman of the State Committee for National Security Abdulaziz Jalov. I literally bring the news of the site “Payom.net” that belongs to the banned party – IRPT: “In this recording, which was held between Abduqahhori Davlat, the member of the IRPT top leadership and Abdulaziz Jalov, Abduqahhori Davlat asked the Deputy Head of the SCNS that does he believe that the IRPT is involved in the coup? Yatimov’s Deputy in respond said that he answers as a civilian that the IRPT was not involved in the coup.

These words were said not by a simple man, but by a high-ranking official. Maybe the law enforcement agencies in bringing proofs allowed a falsification?

– On one side the testimony of Jalov cannot be the basis for the adoption of judicial decision. But as IRPT members drew all attention to this recording, I would like to say something about it. See, even they falsificate the content of this recording and want to make them according to their desires. A. Jalov nowhere did say that “IRPT has not been involved in the coup”. But in response to the question of Abduqahhori Davlat he answered literally so: “I cannot answer as a Deputy Chairman of the SCNS RT, today I am a citizen along with you and as a citizen I say that “I do not know”” (https://www.youtube.com/watch?v=2NZE_NwGulU). “I do not know” is different from “IRPT has not been involved in the coup” from earth to heaven. However, A. Jalov himself had no right to give such an answer as former security body employee and as a former Deputy Chairman of the State Committee for National Security of the Republic of Tajikistan. Jalov himself took part in the trial and the court decision was adopted after several months of his resignation. In addition, he himself was taken hostage by Nazarzoda A. Then how “he does not know”. Such events are thoroughly assessed by the law. In the judge’s conclusions, the documents and testimony of the chairman of the State National Security Committee cannot even play a role. We rely only on facts in the legal assessment.

The legislation provides that “the evidence in the criminal case are considered factual information on the basis of which, in the manner prescribed by Code of Criminal Procedure RT, the court, the prosecutor, the investigator, the inquirer determine the existence or absence of a socially dangerous act, the proof or unprovenness of the commission of this act and other circumstances relevant to the proper resolution of the case (Article 72 of the Code of Criminal Procedure) “. What other fact is needed?

There are a lot of reasons for recognition of the IRPT as a terrorist and extremism organization. The words of Kabiri “You have no proof” are the words that others have placed in his brain.

What more proofs are needed for him and his foreign patrons? I will give you another direct example: in the course of the preliminary investigation of the criminal case on the events of September 4, 2015, by audio and video recordings and testimony of eyewitnesses it was proved that on September 1, 2015, the son of Kabiri – Tillozoda Ruhullo Muhiddin and the driver of Kabiri – Sayfov Hikmatullo Teshaevich having invited the husband of the sister of the wife of M. Kabiri to their home at the address: Khairullo Mirzoyev street, crossing street 3, house 69, convey to him the orders of his father that he have to go to the building of CJSC “Binokorservis” (M. Kabiri’s company) and say to citizens Narzulloev Jamshed Ismatulloevich, a native of Faizabad district, the son of aunt of M. Kabiri, Director of CJSC “Binokorservis” and Rahmatulloev Mahmadali Teshaevich, the brother of the wife of M. Kabiri, the head of personnel department of this company to collect all of their money. On September 2, 2015, R.M. Tillozoda along with Sayfov H.T. goes to the CJSC “Binokorservis”. He takes the sum in the amount of 400 thousand US dollars and 200 thousand TJS from J. Narzulloev and M.T. Rahmatulloev and in the presence of three witnesses opening the safe belonging to him, takes out of the safe 1 million and 180 thousand TJS. Then he calls Nazarzoda A. M. and informs that by order of his father he collected an amount equal to 1 million 200 thousand US dollars, which he must transfer to him. After a telephone conversation, R.M. Tillozoda and H.T. Saifov by car “Toyota Corolla” with state number 7288 SA01 bring this sum to the home of A. Nazarzoda and give them to him.

Namely after receiving this amount on the night of 3 to 4 September 2015, the criminal group of A.M. Nazarzoda according to the developed criminal plan, tried to commit serious and especially serious crimes, as well as attempted of a state coup.

Now judge for yourself. Can there be more reliable evidence than these? What more proofs are needed for those countries that support the IRPT with all their might? In particular, for a country like the Islamic Republic of Iran and its special services, whose involvement in the organization and conducting several terrorist acts by the IRPT has been legally proven.

A.M. Nazarzoda and his criminal group illegally entered to the administrative building of the Ministry of Defense and military unit No. 17651, and in these facilities they seized firearms, military uniforms and ammunition to arm the members of the criminal group. They took hostage the Deputy Minister of Defense and the commander of military unit No. 08050. They armed more than 150 members of the criminal group in the area of ​​the former “Khlebzavod” (“bread-baking plant”) with firearms – Kalashnikov, machine guns, grenade launchers, SVD and other military equipment. At the same time, they illegally entered to the military units 08050 and 17651 of the Ministry of Defense and seized a total of 180 AK firearms, 9 grenade launchers, 5 SVD units and 8 PKK firearms.

Then, the members of the criminal organization committed an armed attack on the law enforcement officers of the country, who carried out their duties to ensure the security of the state and citizens on the territory of Dushanbe city, Rudaki district and Vahdat city. As a result, ten law enforcement officers D.Kh. Sadulloev, R.H. Oripov, D.G. Buriev, A. Jobirov, I. Pirov, N.A. Karimov, Sh.M. Sharipov, D.G. Yurov , M.Sh.  Hasanov and M.S. Saidov were killed, and seven more seriously injured.

In total, in this operation, which was organized by Nazarzoda nearly 50 people were killed. Those killed were the sons of the Tajik people.

– You mentioned the criminal cases, which became the basis for the civil case – the banning of the IRPT activity. Are there concrete facts that indicate the attempt of a state coup?

– Can not the above examples be proof? I will give one more direct example: in the course of the search of the cabinets of the central office of the IRPT, more than 30 party leaflets containing public appeals for extremist and terrorist activities and a state coup were confiscated The text of one of them reads: “Be tolerant and wait! That day is not far off when the sun of our revival will break the dark cloud of darkness and its life-giving divine rays will give the people of Tajikistan new strength. There are three or four days left. Just be ready. As soon as it starts, join us. We dunk these bloodsuckers in their own blood. We have everything … militaries, civil and politicians. The Islamic world supports us. Inshaallah, the victory is ours…”.

There are more facts that testify the illegal acts of the IRPT. The simplest example, they acted against the law on the regulation, which plays an important role in the social life of our country, gave food in mosques and conducted anti-government propaganda. The Ministry of Justice has repeatedly warned the IRPT on this issue. But since the goals were different, they did not pay attention, ignored it and directed the public opinion against the government, made every effort to destroy the national unity, sovereignty, independence and public security in Tajikistan by committing extremist and terrorist acts.

– If you have such facts and all of them are listed in the cases, why the decision of the Supreme Court on recognizing the IRPT as a terrorist and extremist organization was not recognized by other countries and international organizations?

– How not recognized? After the decision of the Supreme Court (September 29, 2015 – ed.), on January 29, 2016, the Regional Anti-Terrorism Structure of the Shanghai Cooperation Organization (RATS SCO) in accordance with a Single list of terrorist, extremist and separatist organizations whose activities are banned on the territory of the SCO member states, included the IRPT (No. 79) in the list of terrorist organizations. That is, the SCO uniting 8 large states of the world and occupying an area of ​​3.4 million km2 with a population of more than 4.4 billion, recognized the IRPT as a terrorist organization.

On June 8, 2016, the meeting of the Committee of Secretaries of the CSTO Security Council that was held under the chairmanship of Armenia in Yerevan agreed the list of organizations, which recognized as terrorist and extremist in the CSTO member states and included the IRPT in the ranks of terrorist organizations such as Al-Qaeda, ISIS, “Ikhwan al-Muslimin”, “Ansarullah, and etc.

Also, the CIS Anti-Terrorist Center included the IRPT as a terrorist and extremist organization into the joint database of information on the fight against organized crime.

– There are also organizations and countries that do not recognize it.

According to the Article 1 of the Declaration “On the taking measures for elimination of international terrorism” adopted by the UN General Assembly No. 49/60 dated December 9, 1994, Article 5 of the Council of Europe Convention “On Prevention of Terrorism” dated May 16, 2005, the laws of almost all European countries on the fight against terrorism and extremism, the IRPT movement and action corresponded to the fact that the party was recognized as a terrorist organization. But some countries and organizations refer to it by saying “one roof and two skies”. I am not a politician, but I would like to mention one point: geopolitic games and protecting interests by the majority of these countries led to the emergence of a policy of double standards..

If such a crime is committed in the European countries, instantly faces a stronger response of the competent authorities and the most severe penalties are applied to criminal elements. But as we see, within their interests, these countries do not even turn away from the support and patronage of terrorist actors. Namely the double standards relations with terrorism faced the people of Afghanistan, Syria, Iraq with the worst tragedies. Here they play with the destinies of the peoples.

Remember the documentary film of the Ministry of Internal Affairs. There are irrefutable facts and evidence about the involvement of the special service of a foreign country in the terrorist acts committed by the IRPT members. But since the relationship, as I mentioned above, two-standard, they put their interests higher than the mutually beneficial relationship, now they are not here to accept their mistakes and to look for new ways to improve ties. Similarly, we see on the forums that are being held in the European countries with the participation of the IRPT.

– In fact, their forums do not cause alarm. They came, sat down, said and left. Individual bureaus are not yet the OSCE, they only give tribunes, even if he is a labor migrant. To give a tribune does not mean that they recognize it.

I would like to know your opinion on one other issue. At the beginning of the conversation you said that the decision of the Supreme Court was adopted in favor of the state and people of Tajikistan. But there is another idea. They say that the IRPT should not be closed.

– These IRPT supporters should get acquainted with criminal cases. They are played with the tail of a snake, but still did not feel the poison of the snake’s sting. I say this as a judge who investigated the IRPT case. The existence of the IRPT is a tragedy for the people and the state of the Tajiks.

–  They say that you made such a decision under the influence of pressure?

– Did those facts, which I mentioned above, indicate that the decision was taken under the influence? With these facts and more than a dozen of other facts, if you close the IRPT 100 times, this will still be small.

– Many are afraid of telling the truth, but you speak bravely.

– When there is evidence, there is no place for fear. The act that we adopted came into force by law. If this is unfair, then why do not they complain? International organizations have contacted us about this, we answered them, and they fell silent.

– Maybe this moment was caused due to the fact that the trial was held behind closed doors?

– The trial was held free and in open doors. More than 70 journalists took part in it. Unfortunately not all journalists have written reality objectively. Today such efforts are also continuing. All intentions of the IRPT terrorists and their patrons are aimed at spreading prejudiced and deceitful information, attracting the attention of the international community to themselves, muddying the influence of our national statehood.

On 22 September 2017 on the sidelines of the 72nd session of the United Nations General Assembly the Minister of Foreign Affairs of the Republic of Tajikistan Mr. Sirodjidin Aslov participated and addressed the Ministerial meeting of the OIC member states.

In his statement Minister Aslov noted modern threats and challenges, in particular major problems in the OIC region, and called on OIC member-states to take concrete steps in this direction.

The Minister of Foreign Affairs also called on the Member States of the Organization to take an active part in the implementation of the International Decade for Action "Water for Sustainable Development, 2018-2028".

On the sidelines of the 72nd UN General Assembly session the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan His Excellency Emomali Rahmon had a meeting with Administrator of United Nations Development Programme Achim Steiner.

Bilateral cooperation and its prospects was the subject of discussion.

Expressing satisfaction with the progress made in bilateral cooperation between Tajikistan and the United Nations Development Program, the Head of our country Emomali Rahmon highly appraised UNDP’s contribution to solution of problems facing Tajikistan.

In his turn, Mr. Achim Steiner highly appraised the Leader of the Tajik Nation’s global position on implementation of the Millennium Development Goals (MDGs).

The two sides exchanged views on a number of issues being of mutual interest, including an active participation in implementation of small and large-scale socio-economic projects, support for implementation of the Millennium Development Goals (MDGs), the 2030 Agenda for Sustainable Development and Tajikistan National Development Strategy for the period up to 2030, Climate Change Mitigation, and Poverty Reduction, solution of global water, mitigation of natural disaster effects, and, rehabilitation of vital infrastructure and expansion of collaboration in the field of education.

The two sides had a detailed discussion of pressing international issues, including the fight against terrorism, drug trafficking, human trafficking, corruption and organized transnational crimes.

The two sides expressed confidence that Tajikistan and UNDP will continue to promote good relations and strongly support further development of their cooperation.

In addition, in the framework of Navruz celebration the cultural corner with national handcraft and “Haft sin” and “Haft-shin” was organized.

 

 
24.02.2017 | Resolution on International Decade of Actions “Water for Sustainable Development (2018-2028)”

The United Nations General Assembly, having supported the initiative of the Founder of Peace and National Unity – Leader of Nation, President of the Republic of Tajikistan His Excellency Mr Emomali Rahmon, unanimously adopted its Resolution on International Decade of Actions “Water for Sustainable Development (2018-2028)” on 21 December 2016.

The idea of launching International Decade of Actions “Water for Sustainable Development (2018-2028)”, which was voiced during the 7th World Water Forum of April 2015 by the President of the Republic of Tajikistan, is based on the particular importance of water resources as a strategic welfare and the growing importance of this issue in the contemporary world. The main objective of the Decade is to promote the efforts of the International Community in implementation of new international water resources commitments. The climate change, financial crisis, increasing natural disasters, energy and food issues, growth of transmissible diseases, terrorism and extremism, military conflicts in a number of countries and regions of the world, and many other current threats mainly prevented full-fledged achievement of the goals of the previous International Decade “Water for Life (2005-2015)” declared also by the initiative of the Republic of Tajikistan. This is the main reason why the water issues remain as one of the urgent items in the international agenda. Though tangible outcomes are achieved in terms of MDGs on drinking water at the global level, however, other goals indirectly related to water, particularly sanitation, healthcare and other goals were not implemented. According to experts the globe population will reach nine billion by 2050, which will accordingly lead to increased water consumption. Besides, as a consequence of the climate change impact already more than 50 percent of the globe’s population will face the lack of water by that time. In addition, the process of desertification, increasing water-born natural disasters, urbanization and other issues, which have negatively been impacting on water resources and their quality, urge the international community to undertake immediate and realistic measures.

It is worthwhile noting that several effective institutions and mechanisms were established for the implementation of the International Decade of Actions “Water for Life (2005-2015)”, which continuously play an important role in addressing global water issues.  One of the effective mechanisms for implementation of the previous Decade was the UN-Water established in 2003. The UN-Water, comprised of 31 members and 38 partners, coordinates the water resources management activities of various UN agencies and other regional and international institutions as well as the civil society and the nongovernmental organizations. One has to outline that the United Nations established a very effective and important Group of Friends of Water in 2009 by the initiative of Tajikistan, which unifies over 100 country members of the Organization. This Group plays a proactive role in discussion and consideration of all water related issues in the UN Agenda.  The above-mentioned institutions played an important role in promotion of the rational ways and mechanisms of the “Water for Life” Decade of Actions implementation.

In this regard, we expect that these institutions alongside with international, regional, basin-based and national agencies will proactively promote implementation of the Decade of Actions “Water for Sustainable Development (2018-2028). Besides, the above-mentioned Resolution determines other mechanisms of integrated water resources management. For this purpose, we expect the midterm and comprehensive assessment of the Decade to be conducted within the UN GA Sessions. For the new Decade implementation in particular we need to foster the activities of all existing national, regional and international agencies dealing with the water issues, strengthen partnership and coordination of actions to achieve the Decade goals. Besides, to ensure successful implementation of this new Decade, we need to establish and strengthen partnerships and improve mutual understanding at all levels, first and foremost on the issues of financing, exchange in the latest technologies, the best practices on the use and protection of water resources and other water related issues. This issue should be of particular importance in the agenda of regional and international events.

It is well known that from the very beginning of the 21st century to present, thanks to three international initiatives of the Founder of Peace and National Unity - Leader of Nation, President of the Republic of Tajikistan H.E. Mr Emomali Rahmon Tajikistan has had a strong position at all conferences on global water issues.  Now, by proposing a new initiative of the President of Tajikistan, i.e. launching the International Decade of Actions “Water for Sustainable Development (2018-2028)”, this process will continue and the urgency of water issues at all levels will draw the attention of the world community. It should be outlined that thanks to the water initiatives of the Leader of Nation Emomali Rahmon the definition of water diplomacy obtained practical importance. This phenomenon proved to the world community that the water diplomacy differs from the classical meaning of diplomacy and requires new mechanisms of negotiations, which would promote successful settlement of conflicts on water management and use of water resources, particularly in transboundary river basins.

This process attaches attention to enhancement of cooperation and regulation of relations, establishing the dialogue on understanding and use of transboundary water resources between the countries of the region, and has been applying the global best practices on resolution of conflicts on water resources management. This trend can promote serious and wide-range cooperation in drafting and enforcement of rational and objective agreements between the countries of various transboundary river basins. Having promoted its global initiatives, Tajikistan supports integrated water resources management at the transboundary river basins for the sake of all countries.  

Tajikistan, being a pioneer and active initiator of solution to water issues at the international level, will further remain supporter of effective use of water resources.  

Everybody is aware that the International Decade of Actions “Water for Life (2005-2015)”, “International Year of Fresh Water (2003)”, International Year of Water Cooperation (2013), and last but not least the International Decade of Actions “Water for Sustainable Development (2018-2028)” are the most important input of the Republic of Tajikistan at the international stage. Particularly thanks to this Initiative, the International Community acknowledged the Founder of Peace and National Unity – Leader of Nation, President of the Republic of Tajikistan, H.E. Mr Emomali Rahmon as the initiator of international initiatives on water resources management. The international community supports Tajikistan’s global initiatives on water resources, which plays an important role in improving the image of Tajikistan at the international stage. This is the reason, at present the majority of issues on water resources management are discussed and addressed, and international efforts on everybody’s access to safe drinking water at all levels are planned with involvement and active participation of the Republic of Tajikistan.

Also, bearing in mind the role of the Leader of Nation in promoting the Global Water Agenda, the UN Secretary General and the World Bank President invited the President of Tajikistan H.E. Mr Emomali Rahmon to join the High Level Panel on Water.

The Decade ahead will be a new page in achievement of internationally agreed objectives on sustainable development of water resources.

We will have to develop and implement effective measures at the national, regional and international levels to achieve the new Decade’s objectives. Through cooperation with the countries of the world and improvement of partnership with other stakeholders at various levels, Tajikistan hopes that rational approaches and mechanisms for implementation of the Decade in conjunction with other SDGs would be found out.

Dushanbe became the world capital for discussion of water issues in the process of implementation of Tajikistan’s global initiatives. This city brings together not only heads and representatives of state and government, but also representatives from international and regional organizations, women and children institutions, basin and national water agencies, outstanding world scholars and experts on water resources management. The activities undertaken in this context defined the ways and mechanisms of solution to urgent water related issues and strengthened the dialogue between the decision makers and water users at all levels.

On the other hand, arranging these international conferences and symposia (which were planned by the UN GA Resolutions) made it possible not only to present Tajikistan, its abundant national resources, ancient nation and its global culture to the world community, but also introduced the country and the nation, which is engaged in creation, and lives in peace and stability. Alongside with this, the country made thousands of friends, who accept it as the centre for water diplomacy and formulation of rational ideas and initiatives on solution to global water issues.
